Yes. When you pre-register, your chosen account name is reserved exclusively for you. No other user will be assigned the same name while your account is active.
Account name changes may be supported after the official launch. During the pre-launch phase your selected name is reserved as-is. We recommend choosing a name you intend to keep long-term.
